Mobile app project description

Looking for an experienced mobile developer for GPS based app development project.
This project will include multiple stages, requiring different skill sets.

Stage 1 :
a) Mobile development (Front & Backend Design) using cross platform technologies
for product to work on both Android & IOS, prefer Xamarin Developer
b) Backend using full-stack javascript frameworks like MEAN (Mongodb)
c) Solid knowledge of javascript frameworks like Angular JS, NodeJS, Express, Jquery, React, Meteor . Knowledge of Three.js, aframe.io and WebGL etc. will be considered a plus.

Stage 2:
Stage 2 will be web development work using modern javascript frameworks to develop
web based frontend and backend to work on SAAS model, this stage again will require knowledge of above mentioned javascript frameworks.

We are a startup trying to develop an MVP so we cannot stretch our budget. The developer who gets 1st stage will most probably bag the second stage also.

We are looking for a developer /agency which follows agile development, delivers on time ,
writes clean code with proper documentation. He/She should be receptive and communicate to ask for any explanations

We have a few sample apps which you can use for idea but we want original code with improved features.
