Mobile app project description

Would like an Entrepreneurship Career web and native app that does the following:

1. Enable people to register to download or access a series of FREE book downloads starting with one and others added over several months.
2. Builds a community from those registered like BeBee, Linkedin, AfricaMarketSquare or CampusSociety. The aim of the community is to support those that have downloaded the books and need extra support e.g. forum, coaching including those interested in an entrepreneurial career, students, startups, existing business to connect, create, build or join communities, collaborate, seek partnerships, chat, network, learn.
3. You will take care of graphic design, mockups, wireframes For as I just have great ideas on paper.
4. We can discuss if better to start with a native or web app/ or both.
