Mobile app project description

Need to get an loyalty reward App and site developed for my business house with different domains / categories like restaurants, saloons etc.Following would be the basic things I want :
1. Android App.
2. App to have provision to display various business houses.
3. On clicking of any business house related cash back amount is displayed.
4. App user scans the bill of purchase made at that business house and sends.
5. Bill amount is manually entered in the back end of the website.
6. Based on purchase, points are updated for user in App.
7. User has different coupons in the business house (each coupon is locked) and is unlocked when minimum points are obtained.
No money / credit card transaction is happening at the app or website.
