Mobile app project description

We are looking to create an app an website for a trivia/quiz with payment and cashout through M-PESA and Paypal. There will be a trivia running every hour. There will be a winner every hour as well cashout. To participate you pay $1 or Kes.100 through paypal or M-PESA. There will be 4 categories to choose from and each has 10 multiple choice questions. A player has 10 secs to answer a question. Our budget is $1000.
