Mobile app project description

The App is a simple messenger, which only allows messages up to 9 characters long. (Spaces, dots, excalmation-, questionmarks, commas etc. excluded)
• Every user can only send 9 messages (also only 1 per person) until he receives one answer. Then his 9 messages are restored.
• During the sign up process the number should be verified through SMS and contacts should be searchable for friends on the app.
• The main app is very simple, only two screens.
• Mixpanel should be included in the app for data analysis.
• Screens (design) will be provided in psd format.

Please do provide a budget estimate and timeframe to program the app for iOS.
