Mobile app project description

I want an app that scans Barcodes I insert and shows an picture linked to the code, after successful scanning. It should work on android and iOs platforms. It should contain several code lists in subfolders, which are represented by Pictures and could be chosen by touching. I need administration abilities which allows to add further folders. it also should contain an home screen. the pictures should be optional canceled manuell or vanish after an optional period of time. Also needed an help button to explain the functions. Sounds easy doesn`t it?
