Web Development is a lot easier than Application development in that the scope is much smaller, and the code is [mostly] open source.  This is changing though, with the advent of AJAX and the demand for more web based applications.  I would say with all the cloud technology coming and the need for more open sourced programming, Web Development is the way to go.  You will have a much more secure future.

I would say that in the next couple of years, application and web development could become one in the same, although it will be years before the education sector catches on.

Besides... Who says the job outlook doesn't look good for web development???  How could you possibly even think that?  How many people do you know that don't do almost everything except eat, drink, and sleep online?  There's plenty of opportunity.  The next big thing is apparently online operating systems or "cloud technology", where everything is stored online and all your software is running online.  Your computer will just be the terminal (kind of like the... uh... old days)
